Smooth S-curves can coexist with stuck floors when percentages are weighted toward early trades. Excavation and substructure may have carried the curve while fit-out packages barely started.
Ask for earned progress by package, not only by overall cost weight. If interiors, façade, and testing & commissioning hold little weight until late, the curve will look healthy until it suddenly cannot.
